Changes were afoot at Universal Studios Florida. The resort was expanding to include a huge nightlife and dinning complex. It would be modeled after their City Walk in Universal Studios Hollywood. They were also adding their first hotel (The Portofino Bay), and they would also be adding an entirely new theme park next door. Islands of Adventure would open in the spring of 1999. Halloween Horror Nights 9, would in a way, be the end of the "golden age" of the event.
